FRA: En uppmaning till de sex folkpartisterna
Postad av: Dynamic Man i Politik, integritet, tags: civilkurage, demokrati, dystopi, fraI mitt förra inlägg skrev jag om att gammelmedia verkar ha dödförklarat FRA-frågan. Men vare sig de skriver om det eller ej så har det ju hänt en del på massövervakningsfronten på sistone.
Från oppositionen i riksdagen har det lämnats in två motioner om upprivning av FRA-lagen, varav den ena tyvärr verkar otillräcklig. Man får väl utgå ifrån att V, Mp och S ska kunna samsas tillräckligt mycket för att kunna välja ut en av dem (peppar peppar, ta i trä) men den stora frågan är hur mycket ryggrad de där sex folkpartisterna kommer ha. Även om de är nöjda med de små förbättringarna de drivit igenom, är det bästa för dem ändå att rösta med oppositionen för ett upprivande av det gamla beslutet.
Att det fortfarande handlar om massavlyssning är solklart – vår privata kommunikation ska fortfarande överföras till en statlig myndighet. Det som kritiserades mest i det gamla förslaget kvarstår i det nya, och de förbättringar som utlovats ger upphov till nya frågor.
Jag tror inte att det var så de tänkte när de stod på Sergels Torg. Jag vill gärna tro att det finns någon slags ärlighet kvar inom politiken, någonstans. Jag tror helt enkelt att de blivit grundlurade.
Om de sex folkpartisterna har någon som helst heder i kroppen så fäller de alltså det gamla förslaget först, och samarbetar sedan öppet med kritikerna för att hitta en lösning som faktiskt fungerar.
Jag skulle vilja rikta en uppmaning till de sex:
Inga fler hemliga avtal på slutna partimöten – ni är inte lämpade att avgöra de här frågorna på egen hand. Vill ni bli hjältar på riktigt? Ta initiativet till att demokratisera den politiska processen – låt oss medborgare delta i samtalet på allvar. Sedan kan era maktfullkomliga partikamrater gnälla bäst de vill.
Det är nämligen så man skapar historia. Inte genom att huka sig för partipiskan och låtsas att man kan se kejsarens nya kläder.

FRA-lagen har, satt i samband med andra aktuella samhällsfenomen (antiterroristlagar, försäkringskassans terror mot sjuka mm) visar en mycket oroväckande utveckling som berör mer än “bara” övervakning och kontroll. Det handlar om hela demokratin och folkets roll som medborgare, undersåtar eller kanske “slavar” ?
Sedan länge förekommer avancerad mobbning /pennalism i Sverige. Sådan smygfascism är farlig och antidemokratisk. Ex. många hemlösa har inte alls misskött sig och straffat ut sig ur sina lägenheter. Nej, i många fall handlar det om den Svenska extrema pennalismen. Läs mer nu! …t.ex här:

Det mest grundläggande kännetecknet hos våra ”fattigvårdsorganisationer” är nödvändigheten att överleva. Vare sig dessa är uppbyggda på någons religion eller ser sig utvalda av regeringen, så är och kommer alltid det främsta intresset vara bevarandet av institutionen. Till exempel om en organisation är uppbyggd på att ”hjälpa” utsatta människor, är det också den organisationen som står allra längst ifrån att vilja se en lösning. Detta skulle ju äventyra organisationens existens och göra den överflödig i samhället, vilket i och för sig verkar vara en utopi i dagens samhälle.
De stora kolosserna Stadsmissionen och Frälsningsarmén, dock gäller detta generellt organisationerna som är (o)verksamma i hemlöshetsfrågans lösning. De godtrogna människor som tror någon av alla ca 900 organisationer i Sverige inriktade på hemlöshet skulle hjälpa hemlösa ur sitt tillstånd(läs definitionen av hemlös på http://www.socialstyrelsen.se/Publicerat/2000/3367/2000-15-1+Sammanfattning.htm) är detta en sedan uppkomsten av ”fattigvården” en förljugen bild av sanningen.
För hur ”goda” och ”ärligt” det än kan låta i olika sammanhang är självbevarelsedriften och det monetära systemet det huvudsakliga syftet, då det är pengarna som ger organisationerna medel för makten över andra människor och för sin egen överlevnad. Precis som en fattig/hemlös utan andra alternativ kan behöva tigga eller tvingas stjäla för sin överlevnad, måste organisationerna också göra vad som krävs för att fortsätta sin lönsamhet.
Detta försvårar avsevärt eller kanske till och med omöjliggör en förändring inom dessa vinstbaserade organisationer. Det är ju inte bara deras egen överlevnad som sätts på spel, utan också den materialistiska livsstilen som förknippas med rikedom och makt.
När nu ”hjälpa-hemlösa-organisationer” byggt sin grund på att det finns hemlösa människor blir i sin förlängning den oroande framtiden att bevara dessa institutioner, att vidmakthålla människor i detta tillstånd. Så det organisationerna gör istället för att hitta en lösning, är att erbjuda allt de kan utan att hemlösa kommer ur hemlösheten. Detta är till största del förankrat i ett pengabehov och/eller vinstsyfte.
”Vad kan jag tjäna på detta” är vad folk tänker. Om förtjänsten ligger i att sköta en verksamhet i samhällets tjänst, kommer man bekämpa tillkomsten av nytillkomna med ännu mer “svindyr” reklam och tigga ännu mer pengar till sin organisation. Detta är en av orsakerna till varför folk inte är rättvisa mot eller kan lita på varandra.
När någon presenterar samma lösning för hemlösa som övrig befolkning har för att på ett någorlunda sätt klara av sina privatliv, vilket hemlösa också fråntagits. Då försvarar sig organisationerna med att problematisera och kategorisera hemlösa individer som “grupp” och påtalar olika generella symtom vi alla skulle få efter ett tag i hemlöshet.

Varje hemlös person i Sverige kostar skattebetalarna omkring 600 000 kronor per år, vilket innebär en årlig kostnad för våra cirka 18 000 hemlösa vi har i vårt land slutar på i runda tal 11 miljarder. Detta är uppskattade siffror ur en rapport från Lunds socialhögskola.
För 11 miljarder skulle 11 000 lägenheter i miljonklassen kunna köpas in till de människor som idag lever utan eget tryggt hem och därefter kunde det stöd och den hjälp som krävs sättas in för att behålla dessa till de människor som vill och behöver det. Det skulle innebära att hemlösheten skulle vara löst på ett par år. En tanke bara!
Men verkligheten ser både dystrare och helt annorlunda ut, för idag verkar istället dessa pengar användas till att vidmakthålla och bygga in hemlösheten i samhället. Det görs helt enkelt genom att vi bygger upp en särskiljande sekundär bostadsmarknad för hemlösa och fattiga människor, där härbärgen, stegboenden, referensboenden, träningsboenden, korttidsboenden och 10 talet andra uppfinningsrika boendedefinitioner finns att tillgå. Inom denna boendesfär finns sedan en arbetsmarknad för ett mycket stort antal problemorienterade och ”kontrollfreakade” människor som tycks vara avlönade endast för att förminska och diagnostisera redan utsatta människor. Helst så mycket att ett eget tryggt hem med ett fungerande privatliv aldrig ska behöva komma på tal.
Med mina över 30 års långa självupplevda erfarenhet av olika ”uppfostringsboendelösningar” är jag övertygad om svårigheten att finna en mer hopplös, mer verkningslös eller dyrare lösning än denna. Finns det överhuvudtaget en vilja i vårt land att leva upp till vår egen regeringsform och allas våra mänskliga rättigheter vi skrivit under på? Om så var fallet skulle vi då inte av denna diskriminering som dagligen pågår och allas ”rätt till bostad”, avsatt några miljarder för uppbyggnad av små billiga integrerade hyresrätter där folk har råd att bo och sedan bo kvar i?
Vi ska strax läsa några utdrag ur vad våra mest ansedda forskare på hemlöshet har kommit fram till om denna snabbt växande sekundära bostadsmarknad (boendetrappor). Denna lukrativa boendemarknad våra politiker, tjänstemän, frivilligorganisationer och privata aktörer förespråkar och bygger vidare på. Utöver de nedanstående forskare finns många fler som kommit fram till liknande slutsatser.
Hans Swärd, professor i socialt arbete säger: ” Ett grundproblem är att det byggs för lite och för dyrt. Och att många nya bostäder blir bostadsrätter. Det har blivit en ond cirkel. Hyresvärdarna kan välja och vraka och då har de svaga grupperna inte stora chanser. Och de har inte råd att köpa en bostad. Nödbostäder eller tillfällighetsboenden är en dålig lösning på bostadsproblemen. De har en tendens till att bli permanenta. Och när de finns så blir det lättare att vräka människor. Varken hyresgäster eller socialtjänst tycker att de behöver göra så mycket, nödbostäderna finns ju där. Lösningen på problemet är att få en mera långsiktig planering i kommunerna. Det är ingen omöjlighet att lösa problemen om man verkligen vill det, men det krävs uppoffringar”.
Ingrid Sahlin, forskare säger: ”Jag påvisade redan för tio år sedan att i kommuner som använder boendetrappor är helt hemlösa avsevärt fler än i kommuner som inte gör det”.
Cecilia Löfstrand, forskare säger så här: ”På den sekundära bostadsmarknaden har andrahandskontraktet konstruerats enbart för att begränsa den boendes rättigheter. De boendelösningar som kommunerna erbjuder hemlösa är vanligtvis andrahandsupplåtelser som är kombinerade med specialvillkor som innebär betydande begränsningar i hyresgästens möjligheter att disponera och förfoga över bostaden. Dessa går ofta långt utöver dem som gäller för övriga, ”vanliga”, hyresgäster och är inte så sällan integritetskränkande, i vissa fall direkt olagliga (SOU 2001:95, SOU 2004:3). De kan bl.a. innebära förbud mot att ha övernattande gäster eller sällskapsdjur i bostaden. Bostaden är för socialtjänsten ett medel för att uppnå en viss målsättning som formulerats i en s.k. arbetsplan. För att få ett andrahandskontrakt måste klienten underkasta sig tillsyn och kontroll, ett uttryckligt villkor från socialtjänsten och fastighetsägaren, vilket bland annat innebär oanmälda hembesök med hjälp av en extranyckel ”.
Vad säger Socialstyrelsen och Boverket? Jo, ”Socialstyrelsen och Boverket menar att det till och med kan vara en belastning att ha en bostad genom socialtjänsten, eftersom risken finns att man efter det aldrig blir godkänd som hyresgäst med eget förstahandskontrakt. Dessa kommunala boendelösningar för hemlösa blir därför ofta en separat bostadsmarknad, med helt egna regler och förutsättningar”.
Maria Larsson (kd), ansvarig minister i hemlöshetsfrågor tycker så här: Det behövs mer evidens, då jag anser det finns för lite forskning på området?? ”Jag tycker socialtjänsten och våra frivilligorganisationer samarbetar mycket bra och gör ett ovärderligt jobb för att hjälpa våra hemlösa”.
Vad Maria Larsson verkar söka efter i sin desperation, är snarare ett sätt att försöka köpa tid för att förhala sanningen och samtidigt utnyttja och cementera hemlösheten ytterligare i hjälplösa organisationer på grund av deras bidragsbehov. Vidare handlar det kanske även lite om att för hennes egen trovärdighets skull fortast möjligt försöka hitta en forskare som är villig att stödja denna vidriga människosyn mot våra hemlösa och fattiga medborgare med en ”evidens”. Men skulle det funnits någon mening med alla hyllmeter av evidens som finns och åter efterfrågas i den här frågan, varför har vi då inte agerat tidigare utifrån de forskningsresultat som redan presenterats?
Om denna egoistiska och giriga samhällsuppbyggnad ska gälla i framtiden så kommer även kostnaderna för fler väktare och ytterligare poliser att skjuta i höjden, då vi istället för att bygga de bostäder som efterfrågas arbetar utifrån någon tro om att fler och fler batonger ska kunna lösa hemlösheten genom segregation.
